As part of the work on implementing the EU Pact for Engagement, the Roadmap towards Public Engagement Plans (PEP) is an important milestone in accelerating grid development by strengthening public acceptance through early, transparent and effective engagement.
The roadmap creates a voluntary framework for the future development of PEPs by transmission system operators and distribution system operators operating high voltage lines. It aims to move public engagement activities from project-specific and reactive consultations to planned, measurable and learning-oriented engagement.
PEPs will support relevant system operators with how to plan, implement, and evaluate public engagement activities throughout an infrastructure project’s cycle. By improving transparency and comparability of public engagement activities, the PEPs will enhance accessibility for stakeholders and enable learning and continuous improvement under the Pact for Engagement.
