As the European Union continues its rapid transition toward a decarbonised energy system, the need for system flexibility is growing more urgent. With flexibility requirements expected to double by 2030, the introduction of the Flexibility Needs Assessment (FNA) in the revised Electricity Regulation marks a vital step. RGI welcomes this development and calls for its careful, context-sensitive implementation, recognising that no two Member States share the same geography, energy mix, or infrastructure.
To be effective, the FNA must reflect these national and regional differences while supporting harmonised EU-level planning. It should be integrated into broader system planning processes and be regularly updated to reflect evolving policy and system conditions. RGI emphasises that the urgency to deliver must not undermine the rigour of the FNA process. Adequate time and resources must be granted to TSOs and DSOs to deliver reliable, high-quality assessments. Strengthening collaboration at all levels will be key to unlocking flexibility’s full potential and to ensuring that Europe’s energy future is secure, efficient, and resilient.
