Wind energy is essential for Europe’s climate goals, but as wind energy scales up across Europe, planning where and how it connects to the grid becomes increasingly complex.
JustWind4All addresses this challenge by focusing on the governance, spatial planning, and societal dimensions of wind deployment—key factors often overlooked in traditional energy system planning. Integrating technical modelling with social acceptance, environmental constraints, and permitting processes, the project provides a broader picture of grid and energy system development.
Aimed at promoting real-world dialogue to improve wind governance and policy, JustWind4All is a Horizon Europe research and innovation project. As such, it supports the acceleration of on- and offshore wind energy, including emerging wind technologies like airborne and floating, through just and effective governance.

KNOWLEDGE
Wind energy governance actors need to be better equipped with fit-for-purpose models and assessments for decision-making.
JUSTICE
Social disputes against wind energy need to be addressed by considering notions of energy justice.
POLICY FRAMEWORKS
Need to focus on the interrelations between governance levels to foster more coherent policy frameworks for wind energy.
NOVEL RESOURCES
Resource potential across regions, practices and technologies needs to be quantified – learning from previous experiences.
Implementing the Wind Forum
RGI convenes and coordinates JustWind4All’s Wind Forum, which builds upon and enhances existing networks of wind energy actors with a common interest in accelerating just wind energy development.
As the Wind Forum Coordinator, RGI leads the project’s co-production efforts, creating spaces for diverse actors—from local communities to EU policymakers—to shape the future of wind energy together. The Wind Forum brings together local, regional, national and EU-level stakeholders across policy, community, market and third sector to meet, network, and exchange knowledge on demand-driven strategies.
Within the Wind Forum, we have five regional Wind Labs that serve as spaces for idea and knowledge exchange to connect actors and researchers in addressing and testing specific challenges and solutions for accelerated wind energy development. The Wind Labs test and promote the application of our research assessing socio-environmental impact, energy system modelling, and wind energy citizenship.
RGI also leads Wind Lab 4, focusing on sustainable maritime planning in the North Sea. Through workshops, stakeholder dialogues, and knowledge exchange, RGI ensures that wind development respects nature, supports local communities, and reflects the principles of energy justice.
