Key stakeholders (politics, industry, Distribution System Operators) come together at the very beginning to agree on common goals and rules

They jointly involve the public early on by organising events, inviting media, and establishing an email system for public input

TenneT had a good experience in presenting their ideas before any spatial decision had been taken. Moreover, the support of politicians to explain the relation between the development of renewables and the need for grids proofed to be very helpful.
